U.S. Army Corps of Engineers (USACE) and Port staff sign the contract to receive "spoils" from construction of the second navigation lock at Bonneville Dam. The material was barged from the construction site and off-loaded at Bingen Point. The project concluded in February 1993 with the delivery of 522,000 cubic yards of fill material at a cost of $1,528,398 (approximately $20,000 under budget).
