The master plan developed as a result of the Economic Diversification Pilot Study performed by the Leland Consulting Group. The proposal included a port office and trade center, commercial office space, community center, dry dock, open moorage, covered moorage, floating homes, a tour boat dock, a park, and several light industrial sites (the brown area in the lower center of the drawing is the former Mt. Adams Loggers Association site). Though the design is different, the influence of the Columbia Gorge National Scenic Area Conference Center, proposed a few years earlier, can be seen. Adopted as the Port's master plan in February 1992, a growing preference for industrial and manufacturing employment over service and retail jobs led to its abandonment a few years later.
