The tax revenue received by the Port and by all other taxing authorities within the port district. Except during the period of its Industrial Development District levy, the Port has never received more than three to four percent of all county tax revenues with several years showing receipts just above or below one percent.

Any year in which an index is not published is assigned a decimal rank calculated on the average difference between the ranking published prior and subsequent to that year. As a rule of thumb (though not in all cases), only whole numbers are actual rankings and decimal rankings are used to render a visually useful chart.

The Information Technology and Innovation Foundation last published its State New Economy Index in 2014 and the Center for Data Innovation began publishing its Best States for Data Innovation (BSDI) in 2017. The two are combined here under BSDI.
